 [NP]”指某规则不成为一条船提出抗议理由。这更改规则60.1a)

[SP]”指竞赛委员会或技术委员会可以不经审理而采用的标准处罚。这更改了规则63.1A5.1。该处罚为给予当日最好轮次的分数加3的处罚或由仲裁不经审理给予的酌情处罚(详见细则规定)。

1. 规则

1.1 赛事执行《帆船竞赛规则》(RRS)中所定义的规则。

1.2 参赛队需遵守船只器材使用的相关规定,该规定也适用于参赛船在水上的非竞赛期间。

1.3 增加规则41(e):帮助落水船员在营救位置附近返回到船上。

1.4 成员国/地区管理机构的规定不适用于本次比赛。

1.5 若有因规则语言版本引起的争议,以英文版本的内容为主。

1.6 RRS 20适用时,一条船可以通过 来表明其需要换舷的空间或其回应。

1.7 船队自带符合ISO12402-5或更高标准的救生衣、VHF海事对讲机和手持GPS。除暂时更换、调整衣物或个人器材外,每位选手在水上期间必须穿戴救生衣。干式或湿式保暖服不属于救生衣。

2. 航行细则

报到后将获取本赛事的航行细则。

3. 信息沟通

3.1 在线赛事官方公告为微信“CCOR帆船赛赛事群”。

3.2 [DP]竞赛期间,除紧急情况外或使用竞赛委员会提供的设备外,参赛船不得进行无线电语音或数据传输,且不得接收非所有船都可以获得的语音或数据通讯。

4.  参赛资格与报名

4.1 参赛船只

组委会计划组织含第三者责任险并具备注册地区机构所颁发有效证件的10J80级帆船和15FAREAST 28R级帆船。参赛者亦可自带相同级别船只参赛但需要符合级别规则要求,并经丈量通过后,可不参加器材抽签直接参赛。

本次赛事还将设立遥控帆船项目,详情参见《2023CCOR遥控帆船竞赛通知》。

4.2 参赛资格

4.2.1 船队可以代表其国家或地区、城市、俱乐部或通过赛事组委会同意的船东组队报名参加本届赛事。

4.2.2 船上船员中至少具有1名航线赛操作技术水平娴熟且竞赛经验丰富的舵手;船上2名选手须具有参加过同类型赛事的经历。

4.2.3 以上各级(组别)参赛船只少于4条船报到时,将不再设立;如果高校船队报名数量达到6支,将在J80级别中增设J80高校组。高校组队报名时,须提供所有选手的在职教师或在校学生证明。

4.2.4具备本竞赛通知21要求的人员保险。

4.3 报名

报名时间为自本通知发布至202341817:00。参赛船队须在202341817:00前提交参赛船队报名表与下面所要求的文件与资料,电邮至组委会邮箱jiangshanghx@163.com(标题注明参赛船队名称):

4.3.1确定名单的参赛报名表及本通知第4.2.2条所要求的船员参赛经历声明;

4.3.2 船队介绍——需提供400字以内的船队文字介绍,船队成员合影和VCR

4.3.3 符合本竞赛通知21要求的保险单(影印件)和自带船只的船舶证件;

4.3.4在报到时向组委会递交由船东或负责人签字的纸质《报名表》和船员的《免责声明书》,组委会保留对参赛船只的参赛资格及每个报名单位报名船数审核的权利。

报名表可在官网下载http://www.sport.gov.cn/qdhx/。完成报名收到组委会确认后,方为完成报名手续。

组委会不接受先缴费,后交报名表的报名方式。

5.  费用

5.1 参赛者应缴纳以下费用:

每队交纳报名费人民币3000元。如参赛船队人数超出组委会本通知该级别限定的上限人数,需按照人民币500/人交纳报名费。2023420日前申请退出的船队,组委会将扣除3%的手续费;2023420日后退出比赛者,报名费不予退回(因为报名人数不足,某级别未能设立的情况除外)。

5.2 在收到报名确认之后,请将报名费及器材租金通过银行转账提前支付附件E中的账户。

5.3器材押金必须在报到时以现金或网络平台二维码转账的形式支付。帆船器材押金在赛事结束后,经检查,器材完好的予以全额退还;器材出现损毁的,根据损毁实际情况,由参赛队据实赔偿。

报名信息和缴费凭证的邮件请单独发送到报名邮箱,报名在收到组委会确认函后方视为有效。

7.  [NP]广告

7.1 除组委会统一规定的广告要求外,船只上的广告应符合《世界帆联广告守则》。经组委会认定带有违反政府规定及与赛事赞助商利益相冲突广告的船只,组委会有权拒绝。若有任何疑问,请尽早向组委会提出。报名时应简列船只上所有欲载有的广告项目。若有任何广告上的变更,应通知组委会。

7.2 参赛队可以在船体两侧展示船队的名称、形象或广告,并在赛事结束后进行清理。附件C显示了它们的位置,但不得超过以下尺寸:FE28R/J80:高度450mm,长度2000mm

7.3 船只应依据竞赛通知与航行细则的要求,于船首及后支索旗上展现赛事赞助商广告。离开港口前、开赛前、比赛结束后,船只应展示提供的赛事旗帜。赞助商标志、后支索旗与赛事旗帜等宣传品将由组委会提供。若船队人为损毁组委会提供的广告内容,组委会保留抗议与处罚的权力。

10. 器材检查

10.1 在技术委员会要求下,船只应接受现场检验,以审核装备是否符合规定。

10.2 允许船队自行携带包括球帆在内的器材装置,但在赛前需要接受丈量检查,符合要求后方可用于竞赛。

11. 场馆

附件A和附件B为竞赛水域示意图。仅作参考,不能成为要求补偿的理由。

12. 航线

航行线路参考航行细则。

13. 惩罚方法

13.1 规则44.1更改为将两圈惩罚变成一圈惩罚。

13.2 按照规则70.5b)(c)的前提,仲裁委员会的裁决为最终裁决。

14. 计分

14.1 系列赛计划进行9轮场地赛和1轮海岸赛。系列赛完成一轮竞赛才有效。

14.2 若系列赛竞赛轮次少于5轮,其所有轮次成绩的总和就是总成绩。

14.3如果系列赛竞赛达到5轮或5轮以上,其成绩是除去最差一轮成绩的其他轮次成绩总和但1轮海岸赛成绩将计入总成绩并不得被取消。

14.4 J80FE28R海岸赛除参加系列赛计分外,同时作为单轮次比赛并将单独计成绩。14.5 高校组编组与计分方法见航行细则。

15.2 租用器材的赛时租期从2023427日至51日。在此之前三天内如需租用器材训练,其租用价格见上表中训练日租金栏。请提前就此事与出租方联系。

15.3 由组委会提供的器材采用抽签的形式进行分配,赛前将安排网上抽签。赛后归还器材经组委会验收合格后,退还器材押金。若有损坏,需照价赔偿。

15.4 组委会所提供的器材优劣,不作为要求补偿的理由。

16. [DP]泊船

参赛选手应将船只停泊在指定的停船区,组委会为自带船参赛队提供426-52期间的免费停靠泊位(组委会不承担看护责任)。

17. [DP] 拖船上岸的限制

除非经竞赛委员会事先的书面许可并按照规定的条件,否则不得在赛事期间拖船上岸。

18. [DP] [SP]潜水装备和塑料池

在第一轮竞赛的准备信号与赛事最后一轮竞赛结束之间,不得在龙骨船周围使用水下呼吸设备和塑料池或类似装置。

19. 数据保护

19.1 出于安全原因,船只将有可能搭载组委会提供的轨迹航迹仪器。若船只的航迹仪器故障或停止运作,须依据航行细则,以其他方式报告所在位置信息。

19.2 组委会保留以媒体传播为目的,在船上放置摄像机的权利。拒绝搭载与使用航迹仪器或安放组委会摄像机者,组委会将不受理该船只报名、取消其报名或取消其竞赛资格。

20. 风险声明

20.1 RRS 3指出:“决定是否参加竞赛或继续竞赛是该船自己的责任。”参与本赛事的每名选手都同意并承认帆船运动是一项存在潜在危险的活动,具有固有风险。这些风险包括强风和恶劣海况、天气突变、器材故障、操船失误、其他船的不良航海操作、在不稳定台面上失去平衡和疲劳导致的受伤风险的增加。帆船运动的固有风险为由于溺水、创伤、体温过低或其他原因造成的永久性、灾难性伤害或死亡。

20.2 所有船队人员须签署组委会提供的《免责声明书》

21. 保险

每位参赛选手需持有在竞赛区域有效的人身意外伤害险,最低额度为50万元人民币。自带船只参赛的队须为参赛船购买第三者责任险,最低保额100万人民币。

22. 媒体权力与限制

22.1 参赛船队须知如下:

Ø  组委会拥有本次赛事的所有媒体权利,并且会于适当时机行使该权利;

Ø  参赛船队全体人员将无条件赋予组委会永久的权利,于世界各地无论为何目的与透过任何媒介,公开与散播船员的名字、影像与简介,以及竞赛前、中、后之船只与船员的相片、影片与录音;

Ø  [NP][DP]船队成员可于竞赛前、竞赛中与竞赛后,接受由组委会认可的媒体代表采访,或提供采访材料,内容可包括赛事本身、参赛船只的预期表现与策略,但不得提供任何负面的、会导致组委会及其官员与员工、竞赛委员会、仲裁委员会、丈量官、当届或过去的赞助商等造成损害、妨碍、或不利影响的评论或采访材料。

22.2 经组委会或竞赛委员会认定违反上述规定者,可能受到相应惩罚。

23. 奖励

23.1 各级别()参赛船只数量超过8支,取总分前3名颁发奖杯,取4-6名颁发成绩证书;不足8支,以报名总船数减三,录取名次。

23.2 J80FE28R级别系列赛设置赛事奖金,第一名30000元人民币、第二名20000元人民币、第三名10000元人民币。所有赛事奖金均为税前金额。

23.3 J80高校组不再单独设立奖金。

23.4 海岸赛不再单独设立奖金。

23.5 根据赞助商安排,部分级别还将有可能获得组委会或赞助商提供的其他奖金或奖品。

Organizing Authority (OA):

in conjunction with Qingdao Sports Development Center (Qingdao Sailing Administrative Center)

 

The notation “[NP]” in a rule means that a boat may not protest another boat for breaking that rule. This changes RRS 60.1(a).

The notation “[SP]” means the standard penalties may be used by race committee (RC) or technical committee (TC) without hearing. This changes RRS 63.1 and A5.1. According to the situation, the penalty shall be the score of the best race of the day plus 3 or the discretionary penalties by protest committee (PC) (see SIs).

 

1 RULES

1.1     The competition will be governed by the rules as defined in The Racing Rules of Sailing (RRS).

1.2     The rules for the handling of boats will apply, and will also apply to any time when the boats are on the water while not racing.

1.3     Add to RRS 41 (e): help to recover from the water and return on board a crew member provided the return on board is at the approximate location of the recovery.

1.4     No national authority prescriptions will apply.

1.5     If there is a conflict between languages the English text will take precedence.

1.6     When RRS 20 applies, a boat may use to indicate her call for the room to tack or her response.

1.7     Teams should carry their own life jackets that comply with ISO12402-5 or higher standard, VHF portable radios and portable GPS. Each competitor shall wear life jacket while on the water, except for temporary changes and adjustments of clothing or personal equipment. Dry or wet thermal suits are not considered as life jackets.

2 SAILING INSTRUCTIONS (SIs)

The SIs will be available after registration.

3 COMMUNICATIONS

3.1 The on-line notice board will be at the WeChat "CCOR Regatta Group".

3.2 [DP] While racing, except in an emergency, a boat shall neither make voice or data transmissions nor receive voice or data communications that are not available to all boats.

4 ELIGIBILITY AND ENTRIES

4.1 Eligible Boats

The OA plans to supply around ten J80 and fifteen FAREAST 28R boats with third party liability insurance and valid certificates issued by the authority of the registered area. Teams may bring their own boats of the same classes to the competition. Their own boats shall meet the requirements of the class rules, and after passing the measurement check, they will participate in the competition with their own boat without equipment draw.

There will be radio sailing classes in the competition. For details of it, please refer to the <2023 CCOR Radio Sailing Notice of Race>.

4.2 Eligibility

4.2.1 Boats may be entered by their member national authority, cities, clubs or the owner of the boat approved by OA.

4.2.2 At least one helmsman on board of each boat shall have competent course racing skills and experience. Two competitors on board of each boat shall have experience for such type of competitions.

4.2.3 When the number of boats entered and registered on-site for one class is less than 4, the event of that class (group) will be cancelled; if the number of college fleet registrations reaches 6, the J80 college group will be added to the J80 event. For the college group, all competitors shall provide the proof of in-service teachers or students.

4.2.4 Have the personnel insurance prescribed as NoR21.

4.3 Entries

The entry time is from the publication of this notice of race to 17:00 on April 18th, 2023. Entry Form, together with the documents and materials as the following, shall be received by jiangshanghx@163.com no later than that time limit (The title of the email may indicate the name of the team):

4.3.1 Entry form with confirmed name list and declaration of the relevant competition experience of the competitors as required by the NoR 4.2.2;

4.3.2 Team introduction, including text introduction within 400 words, photo and VCR of the crews/team.

4.3.3 Insurance (copies) prescribed as NoR 21 and for boats that not charted through the organizer, shall provide their boat’s certificate

4.3.4 Paper Entry Form with signature of boat owner or the person in charge and the Disclaimer of Liability for crew shall be provided at On-Site Registration. The OA reserves the right to decline the entry due to the eligibility and number of the boats.

Entry form is available at www.sports.gov.cn/qdhx/. Entry Procedure will be completed when receiving the confirmation of OA.

The entry method of paying the fee first and submitting the entry form later will be declined by the OA.

5 FEES

5.1    The following fees shall be paid when participating in the competition:

Entry fee for each team/boat is 3000 RMB. If persons of participating teams exceed the maximum limit of the class specified by the OA in NoR, the registration fee shall be paid at RMB 500 per person. For the fleets that apply for withdrawal before 20th April 2023, the OA will deduct 3% of the handling fee. Entry fee will not be refunded for those who withdraw after 20th April 2023 (except for cancelled classes caused by insufficient entry). For charter and equipment damage deposit please refer to NoR 15.

5.2 Teams who have received the entered confirmation may pay the entry fee and the equipment charter fee in advance by bank transfer to reserve the charter boat. The bank transfer information is Addendum E.

5.3 The equipment damage deposit must be paid in cash or online QR code transfer at the on-site registration. Equipment Damage Deposit will be fully returned if equipment has no damage after the competition. When damage occurred, the team will compensate in according to the actual level of the damage.

Please send the entry information and payment records to the entry mailbox separately. Entry is considered valid after receiving confirmation from the OA.

6 CREW LIMITATIONS

The table below specifies the minimum and maximum number of the team member that shall be on board during racing for each class:

7 [NP]ADVERTISING

7.1     World Sailing Advertising Code will be applied. The OA has the right to reject the team’s advertisements that conflict with government regulations and the regatta’s sponsors. For any doubts, please communicate with the OA as early as possible. All possible advertisements on the boat shall be briefly listed while entry. If there are any changes in advertisements, the OA should be informed.

7.2     Teams may display their team’s name, image or advertising on each side of the hull and clean them up after the regatta. The location of such advertising is shown as Addendum C and the maximum size shall not be larger than the size for FE28R / J80: 450mm high and 2000mm long.

7.3     Boats should display the advertising of the regatta’s sponsors, such as the bow and backstay flags, according to NoR and SIs. Before leaving the port, before the start of the race, and after the finish of the race, the boats should display the regatta flag. Advertising materials such as sponsor logo, backstay flag and regatta flag will be supplied by the OA. If the team damages the advertising supplied by the OA deliberately, the OA has the right to protest and penalize.

10 EQUIPMENT INSPECTION

10.1 The boats shall be available for equipment inspection on-site at any time by TC’s instruction.

10.2 Teams may bring their own equipment including spinnaker comply with the requirements, but they should be measured before racing.

11 VENUE

Addendum A and B shows the race areas. They are for reference only; no ground of redress shall be made on them.

12 COURSE

The course will be published in the SIs.

13 PENALTY SYSTEMS

13.1 RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13.2 Decisions of protest committee will be final as provided in RRS 70.5 (b) and (c).

14 SCORING

14.1 Nine course races and one coastal race will be scheduled. One race is required to be completed to constitute a series.

14.2 When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.

14.3 When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

14.4 The coastal race for J80& FE28R will be a one-off race and will be scored separately. The result of coastal race will be added to the series score as one race and cannot be excluded.

14.5 The grouping and scoring systems for college group will be published in the SIs.

15.2 Boats may be charted for the regatta from 27th April to 1st May 2023. If you need the boats three days before 27th April for practicing, the charter fee for those days is as shown above. Please contact the boat owner regarding this issue before you arrive at the venue.

15.3 Equipment provided by the OA is distributed by draw. After the return of equipment is verified by the OA, the equipment deposit will be refunded. If any damage occurred, compensation shall be paid.

15.4 No ground of redress shall be made on the quality and failure of the chartered equipment.

16 [DP] BERTHING

Boats shall be kept in their assigned places or other designated area. The OA provides free berths for boat that not chartered through the boat owner from 27th April to 1st May (No caring responsibility from the OA).

17 [DP] HAUL-OUT RESTRICTIONS

Keelboats shall not be hauled out during the event except with and according to the terms of prior written permission of RC.

18 [DP] [SP] DIVING EQUIPMENT AND PLASTIC POOLS

Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the event.

19 DATA PROTECTION

19.1 For safety reasons, it is possible for the boat to carry the trackers provided by the OA. If the tracker malfunctions or ceases to operate, the location information must be reported in other ways in accordance with SIs.

19.2 The organizer has the right to place cameras on board for media purposes. For the boat who refuses to carry ’trackers and cameras supplied by the OA, the OA may decline her registrations, cancel her registration, or disqualify her.

20 RISK STATEMENTS

20.1 RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.’ By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes.

20.2 All crew members shall sign the provided by the OA.

21 INSURANCE

Each competitor shall be insured with valid personal accident insurance with a minimum cover of 500,000RMB per incident or the equivalent. Each participating boat that not chartered through the OA shall be insured by the team with valid third-party liability insurance within competition area with a minimum cover of 1000,000RMB per competition boat or the equivalent.

22 MEDIA RIGHTS AND LIMITATIONS

22.1 Each participating boat should know that:

Ø  The OA owns all the media rights of this regatta and shall exert these rights at any appropriate time;

Ø  All members of the team shall unconditionally grant the OA the permanent right to publish and disseminate their names, images and profiles, as well as the photos, videos and audio recordings of the boats and crews before, during and after the regatta, regardless of the purpose and through any media around the world.

Ø  [NP][DP]Team members may accept interviews with media representatives approved by the OA before, during, and after the regatta, or provide interview materials. The content may include the regatta itself, the expected performance and strategy of the team, but no negative comments or interview materials that will cause harm, interference, or adverse effects on the OA, its officials and employees, the race committee, the protest committee, the measurers, the current or past sponsors.

22.2 Those who are deemed to have violated the above prescription, the OA or RC may impose penalty to them accordingly.

23 PRIZES

23.1 Medals and certificates of result will be awarded to top 3 positions in each class/group which exceeds 8 boats. Certificates of result will be awarded from fourth to sixth positions. When less than 8 boats, the number of places that will be awarded prizes will be that of the total registered boats minus three.

23.2 For the series race of Class J80&FE28R, the first prize is 30,000RMB; the second prize is 20,000RMB; the third prize is 10,000RMB. All prizes are pre-tax amounts.

23.3 No separate prize money will be awarded to the college group.

23.4 No separate prize money will be awarded to the coastal race.

Addendum E: More Information About the Payment of the Fee

1.      The invoice of teams needs to be issued with unit account, please provide detailed invoicing information. This information must be exactly the same as the remittance account. If a unit account invoice needs to be issued after the card is swiped, the bank card related information must be consistent with the unit account information.

2.      Paying the entry fee and equipment charter in advance may help OA to reserve entries for teams. For the entry fee and equipment charter from CMSS, the bank transfer information is as the following:
