Bulletin on Global Staff Recruitment by the Winter Sports Management Center of GASC

    The Olympic rings will once again grace China in 2022. By then, the Olympic flame will be ignited in Beijing and Zhangjiakou, and we will witness the Olympic Winter Games taking place for the first time in the Chinese history.

    In order to deliver a fantastic, extraordinary and excellent edition of the Olympic Winter Games, further expand its vision for the selection and engagement of highly-trained professionals, establish an inclusive recruitment mechanism, and engage people from all social sectors in the development of winter sports in China and the building of national teams, the Winter Sports Management Center of the General Administration of Sport of China has launched this global staff recruitment campaign. We look forward to working with you and the outstanding Chinese winter sports athletes to bring winter sports to a new peak during the Olympic Winter Games in Beijing and leave a splendid experience in our lives.

I. Job Openings
    This recruitment aims to employ 32 staff members for 31 positions. For details, please refer to the List of Job Requirements for the Global Staff Recruitment 2018 by the Winter Sports Management Center of the General Administration of Sport of China (Attachment 1).

II. Qualifications for Application
    1. Compliance with the laws of the People’s Republic of China; age under 40; willingness to contribute to the development of China’s winter sports and the success of the Olympic Winter Games Beijing 2022;

    2. Proper physical conditions for performing duties.

    3. Full-time college degree or above; or master degree or higher; students who have returned from overseas must have their foreign academic diploma certified by the Service Center for Overseas Studies of the Ministry of Education; Good writing skills; proficient in a foreign language required for the post in terms of speaking and writing;

    4. This recruitment targets global applicants and is not limited to certain nationalities or regions;

    5. Compliance with the avoidance system for open recruitment; and

    6. Anyone who has been punished for doping violations during work or falls into other circumstances where employment is prohibited by relevant laws and regulations may not apply.

III. Working Procedure
    (1) Online Entry
    From August 27 to August 31, the applicants may download and fill out the “Entry Form for Global Staff Recruitment 2018 by the Winter Sports Management Center of the General Administration of Sport of China” (Attachment 2), and send the completed form together with the following materials to wintersporta@126.com or wintersportb@126.com: 1. A scanned copy or electronic photo of certificates of qualifications required of the applicants; 2. CV in both Chinese and English and a recent passport photo (JPG); 3. Career plan or thesis (optional, no length limit) related to the target position. Each applicant may only apply one post and the materials to be submitted should be zipped and named in the format of “name + department + post”. Any applicant who falsifies or fabricates the materials will be disqualified for job application.

    (2) Eligibility Review
    The materials submitted by the applicants will be reviewed. An email will be sent to applicants who have passed the eligibility review within 5 working days after the deadline for online entry to notify them of taking part in a follow-up interview. Those who have received the email but did not reply within the specified time will be deemed to have given up the interview.

    (3) Interview
    The interview is intended to test the matching degree between the applicant and the target position as well as the language proficiency of the applicant. Eligible Hong Kong, Macao and Taiwan residents and foreign nationals may participate in the interview online. A comprehensive scoring method will be taken for the interview, whereby the average scores of the applicants will be ranked in descending order. Applicants ranking first for each position will enter the review session.

    (4) Background Check
    Applicants to be employed will go through a background check according to the relevant employment regulations. Those who fail to pass the check will be disqualified, and those who are ranked next below in interview score will fill the gap. Applicants who have passed the background check will be included in the list of candidates for physical examination.

    (5) Physical Examination
    Physical examination will be carried out at a designated physical examination institution, on the basis of one participant for each position. For residents from Hong Kong, Macao and Taiwan or foreign nationals, if they choose to take physical examination in a local institution, such an institution must be a qualified medical institution. Those who have not taken or failed the physical examination will be disqualified and the gap will be filled by applicants ranking next below in terms of interview score.

    (6) Employment
    The recruiter will determine the final candidates to be employed in light of the results of eligibility review, interview, background check and physical examination. The names of the final candidates will be publicized on the official website of the Winter Sports Management Center (dyzx.sport.gov.cn) and China Sports Talent Network (www.tyrc.org.cn). All candidates who are employed must sign a labor contract with the Winter Sports Management Center.

IV. Talent Pool
    The Winter Sports Management Center will establish a talent pool. Those who intend to join the Center but currently do not meet the application requirements may send their CVs to dongyunrenshi@163.com and apply to join the “Talent Pool”. Applicants who have passed the eligibility review will be automatically included in the Talent Pool. The recruiter will send recruitment notices to eligible recipients in the Talent Pool and select outstanding candidates out of it as needed.

V. Supervision
    The recruitment is open, fair and just, and is carried out in strict accordance with relevant requirements and procedures. The relevant departments of the Winter Sports Management Center will supervise the entire recruitment process and set a special hotline to receive reports.

    The Human Resources Development Center of the General Administration of Sport of China is entrusted by the Winter Sports Management Center to issue recruitment notices to the public, organize the entry process, eligibility review and interviews, carries out background check and physical examination for candidates to be employed, and undertakes specific work such as information release, publicity, reminding, and Q&A at various stages. The Winter Sports Management Center is responsible for identifying, answering inquiries about and issuing notices regarding the final candidates, their job responsibilities and compensations.
